| Abstract: | This paper exams the problms in occupational promotion of scientific re-searchers in the institution of higher learning ,and also a complete set of the index sys-tem and examination and evaluation criteria is designed and worked out therdby to es-tablish an evaluation and examination method combining qualification with quantifica-tion. The results are proved to be practically feasable. |
