Discussion on Policy Framework of Government Overall Planning in Anti-Poverty of Rural Vocational Education

The article discusses policy framework of government overall planning in anti- poverty of rural vocational edu- cation, and expounds some problems, such as the role of government, the theory of balancing urban and rural development and enlarging the chance of rural education, the author holds that American rural education achievement project and the nor- malization of educational resources of Japanese government have certain guiding role, the policy framework of balancing urban and rural development should be carried out from three aspects, one is policy regulations should have the characteristics of all- sidedness and systematization, the other is policy objective should have consistency, the last is policy system should have determinacy. Therefore, government should strengthen overall planning, regulate managing behaviors of schools and do well distributary management.
