构建简约高效的首都城乡基层治理体制机制——基于“街乡吹哨、部门报到”经验的分析

实现城乡有序治理是国家治理体系和治理能力现代化的重要组成部分,北京市首创的“街乡吹哨、部门报到”改革,为新时代超大型城市社会治理探索了一条新路。此项改革关键的是处理好“赋权”“下沉”“增效”三者的关系,通过明责赋权优化职能、建立综合执法平台,引导社区和区属单位在职党员 “双报到”,有效凝聚治理合力,逐步构建简约高效的基层治理体制,进一步推进首都城市基层治理常态化、长效化和科学化。
