在对承德市国有林场改革发展情况进行调研的基础上,分析了承德市国有林场改革的典型性、代表性、改革进展和当前存在的主要问题,提出了科学顶层设计、强化政府主体责任、落实相关配套改革措施、建立监督机制、理顺管理体制、创新经营机制、强化改革保障、建设人才队伍、加强管护力度、转变经营理念十项改革建议。

Playing the demonstration effect of state-owned forestry reform and building water conservation function in Beijing-tianjin-heibei zone

Based on the investigation of the development and reform for Chengde state-owned forest farms, this paper analyzes the typicalness, representativeness, reform progress and the current problems and recommends reform proposals from ten facters ： scientizing the top-level design, strengthening the government＇s main responsibility, implementing the relevant supporting reform measures, establishing a supervision mechanism, straightening out the management system, innovating the operation mechanism, strengthening the reform safeguard, constructing the talent team, enhancing the efforts on management and protection, changing operation idea.
