江苏省城乡建设用地增减挂钩政策创新研究

分析了江苏省农村居民点用地现状,剖析了农村居民点整理中存在的规划滞后、动力不足、配套政策不完善、农民利益保障不够等问题,深入研究了城乡建设用地增减相挂钩政策,提出了对于农村居民点整理和新农村建设的意义,并提出了完善挂钩规划体系、丰富挂钩内涵、扩大挂钩范围、加强挂钩规划以及镇村布点规划协调、变挂钩政策先用后还为先拆后用和开展挂钩指标的市场化调剂等有序推进农村居民点整理的若干建议。
