| 摘 要： | 分析了我国农村金融运行的特征，论述了农村市场经济发展与农村金融支持体系的关系，提出了农村金融由集权金融向市场金融转化的思路，指出正规金融机构的改革，应建立转轨缓冲基金，将沉淀呆滞贷款独立出来。在此基础上，另起炉灶，建立责、权、利损相统一的体制，推行商业化改革。同时应对非正规金融机构进行扶持和规范。相应地，宏观调控也应转变为以间接调控为主
