在社会主义新农村建设中,黄淮四市的社会保障、农村道路、医疗卫生、文化教育等与民生息息相关的公共服务产品得到极大的改善,但黄淮4市农村公共服务水平与发达地区甚至河南省的平均水平仍然相差甚远。在市场经济环境下,黄淮4市农村发展受限,农村公共服务产品的发展现状满足不了农村社会发展的需求。
