| 摘 要： | 针对灌区水量分配的公平性问题,将微观经济学中的激励、价格、效用研究方法引入灌区水资源管理,提出了2种灌区水资源的分配方式:一是基于动态权重的公平水量分配模型,该模型依据灌溉面积、灌区水资源的缺水率来确定水资源的分配,体现了水资源使用的公平性;二是基于效用的水量公平性分配方法,该方法将价格策略融入效用模型中,利用价格杠杆来调节用户需求和控制资源分配,体现了用户的优先性和水资源使用的效用性。分析表明,这2种方法可以解决灌区水量分配的公平性问题和提高水资源使用效率,可为灌区水量的分配决策提供理论支持。
