毕节市农业专业技术人力资源开发的SWOT-PEST分析

摘    要:农业专业技术人才作为农业生产的基础性资源之一,对促进农业增产、农民增收以及农村发展具有重要意义,直接关系着农业现代化的推进和小康社会的全面建设.毕节市作为我国第一个喀斯特地区农村综合改革试验区,对其农业专业技术人力资源开发的分析具有重要的借鉴意义.以毕节试验区为例,在对其农业专业技术人力资源开发必要性分析的基础上,采用SWOT-PEST分析法,从政治、经济、社会和科技等4个方面对试验区农业专业技术人力资源开发的优势、劣势、机遇和挑战进行分析.最后,在此基础上提出相应的政策建议.

Abstract:The agricultural professional and technical personnel, as one of the basic resources for agriculturalproduction, has a great significance for promoting agricultural production, increasing household income as well asimproving rural development, whats more, has a direct correlation with advanced agricultural modernization andmoderately prosperous society. In particular, Bijie, the first of Chinas reform pilot area, has an important referencefor its analysis of the agricultural expertise of human resources development. On base of analysis of human resourcesdevelopment in agriculture, taking example of Bijie Test Zone, the SWOT -PEST analysis was used to researchstrengths, weaknesses, opportunities and treats of human resource development of agricultural professionals in termsof politics, economy, society and technology. Finally, this paper put forward political suggestions for developinghuman resources of agricultural professinals in test area
