Gansu Yellow River water right transfer for the initial exploration of the Yellow River Rasin enriched the content of water-saving society. The project of Yuzhong Iron and Steel Company proved the effect of saving water by right transfer, and this showed that the transfer of water rights can reach double-win of the water-saving reconstruction in irrigation area and the regional economic de- velopment in Gansu.
