延吉市节水型社会建设任务与评价指标体系研究

针对延吉市水资源开发利用、保护治理和规划管理中存在的问题,结合全国节水型社会建设试点积累的实践经验,研究并提出延吉市节水型社会建设任务、评价指标体系和保障措施等。初步形成以总量控制、定额管理、水权交易为主的节水运行机制,在总水量控制和经济诱因的驱使下,使各类用水户有了自主节水的动力,改变了传统的以行政手段和方式为主推动节水的模式,在有限的水资源条件下,取得了经济社会发展和生态保护双赢的局面。

Study on Water-saving Society Construction Task and Evaluation Index System of Yanji city

Aiming at the problems existing in the development and utilization,the protection and control,and the planning and managte ment of water resource in yanji city,combining the practice experience of the water-saving society construction lest,the construction task and the evaluation index system were discussed and the corresponding safeguard measures were proposed in this paper.The wa ter-saving operation system,which mainly includes the total quantity control,the quota management and the water rights transaction ,was preliminarily formed.Under the system,all the water users can save water with self-conscious driven by the water quantity control and the economic incentive,the traditional water-saving mode impelled by the administrative methods was initially changed, and a win-win result for both economic development and ecological protection was gained with limited water resource.
