水土保持项目对社会资源利用的研究

影响我国水土保持工作有效开展的一个主要因素是对水土流失治理投入的不足,水土保持管理组织必须转变观念,对社会资源进行有效开发与充分利用,以保障水土流失治理的有效进行。水土保持项目可开发利用的社会资源包括财力资源、物资资源、人力资源、组织资源;水土保持项目可用于交换的资源可以分为有形资源和无形资源。考虑到资源主体的差异与资源类型,可将社会资源的利用方式分为资金募集、志愿者招募以及与企业的合作。水土保持项目与企业的合作方式包括与交易关联的推广、共同主题的联合推广、授权或许可、信托以及BOT等。

Study on Social Resources Utilization through Soil and Water Conservation Projects

One of the main issues influence the effective development of soil and water conservation in China is insufficient input into soil and water loss control. The administrative organizations of soil and water conservation should change the concept and effectively develop and fully utilize social resources for ensuring the effective implementation of soil and water loss control. The developable and utilizable social resources of soil and water conservation projects include financial resources, resources of material assets, human resources and organization resources. The interchangeable resources of the project can be divided into tangible resources and intangible resources. Considering the differences of the main part of resources and the types and ways of utilization of social resources can be fallen into fund raising, volunteers recruiting and cooperation with enterprises. The ways of collaboration between the project and enterprises include business correlation popularization, joint extension of common subject, authorization or permission, trust and BOT.
