农用柴油补贴政策研究

近年来,柴油价格大幅度上涨对农民收入影响较大,引起了社会普遍关注,社会对农用柴油实行价格补贴的呼声越来越高.实际上,部分地方已经展开油价补贴的试点.但是,对于采取什么方式补或补给谁的问题还缺乏理论研究,实践中亟需理论进行指导.因此,运用经济学的供给需求理论和福利经济学的研究方法对这些问题进行了探讨.结论认为,合理的补贴对象应该是农机大户,最经济的补贴方式应该是从量补贴,并认为限制油品市场的垄断有益于解决目前柴油供应问题.

Research on Finance Subsidy Policy for Agricultural Diesel Oil

In recent years, the high rise in the price of agricultural diesel oil has seriously influenced the farmers' income. And this matter has aroused widespread attention in the community, the voice of actualizing the finance subsidy policy for agricultural diesel oil has been getting higher and higher. Actually, the policy has carried out at the "Test Area" in some provinces of China. But the problems, such as the method to supplement, the object we supply, those are lack the theoretical study, and the practice need to be guided by theory. Therefore, those issues are discussed in this article, used the supply-demand theory in economics. And it is a conclusion that we should carry out the finance subsidy policy for agricultural diesel oil as the unit subsidy rather than price subsidy to the households of agricultural machinery. And it will help to ease the current supply problem of diesel oil by limiting the monopoly in the oil market.
