湖南省森林恢复和发展项目社会效益调查研究

为探索森林社会效益,研究森林恢复和发展项目对社会效益的影响,本文主要对湖南省森林恢复和发展项目在增加收入提高农户生活水平、获取新技能和知识、提高农村合作社综合能力、生态环保观念转变等7个方面的社会效益进行了调查。结果表明:项目的实施在增加农户收入、推动扶贫攻坚、获取新技能和知识、传播新理念、改善生态环境等方面产生了正面的影响,同时存在直接收益持续时间短、项目地点每年变更、技能培训内容不够系统持续、技术专业人员短缺等问题。

Investigation on social benefits of Hunan Forest Rehabilitation and Development Project

In order to explore the social benefits of forests and study the impact of forest rehabilitation and development projects, the mainly investigation based on the social benefits of the Hunan Forest Rehabilitation and Development Project of World Bank Loans in seven aspects: increasing income, improving farmers' living standards, acquiring new skills and knowledge, improving the comprehensive capacity of rural cooperatives, and changing the concept of ecological and environmental protection. The results show that the implementation of the project has a positive impact on increasing farmers' income, promoting poverty alleviation, acquiring new skills and knowledge, disseminating new ideas and improving the ecological environment. There are some problems, such as short duration of direct income, annual change of project location, insufficient systematic and sustained training content, shortage of technical professionals and so on.
