双江镇集体建设用地利用变化分析

农村集体建设用地利用变化分析，有利于科学管理农村集体建设用地。笔者选取双江镇为研究对象，利用2001-2009年土地利用现状资料与实地调研数据，构建农村集体建设用地利用数据库，采用问卷调查、文献资料、专家咨询等方法，并运用GIS技术揭示双江镇农村集体建设用地规模、结构和布局的变化特征。结果表明：双江镇农村集体建设用地规模与农村人口逆向增长，农村空闲宅基地多，复垦潜力大；各类用地增长不均衡，基础设施建设仍不能满足农民生产生活需求，用地需求大；布局由分散向集中过渡，集中程度仍较低，集聚效应差。针对分析结果提出了坚持节约集约用地，开展农村宅基地复垦；优化农村集体建设用地结构，加强农村基础设施建设用地保障；优化农村集体建设用地布局，推进农民新村建设等对策建议。
