可持续农地整理项目规划方法研究

摘    要:我国目前正在全国范围内普遍开展农地整理活动,国家和地方每年投资几百亿元资金进行农地整理。但大多数地区农地整理目标主要是扩大耕地数量,忽视了农地质量的提高。因此,该文从农地可持续利用角度,探讨了可持续农地整理项目规划的内涵,提出了可持续农地整理项目规划的程序、内容和编制原则,并以长泰县雪美洋项目区为例,将农地可持续利用理念融进了项目规划编制过程,编制了规划方案。最后,选用具有代表性的13个指标对项目规划方案的可持续性进行了评价。结果表明,按规划要求实施后,项目区的生态环境和农业生产条件有显著的改善,经济收益有明显的提高,公众满意,极大地促进了农地的可持续利用

Abstract:Agricultural land consolidation is currently being carried out throughout the country. And about tens billion Yuan will be invested by the governments; the main purpose of that is to increase the overall agrarian area and not to improve agrarian quality in most regions. Concepts for the planning of the sustainable agricultural land consolidation project were studied in this paper; this includes the procedures, contents and principles of the planning for the project. The theory and methods were successfully applied and validated in the planning of the Xuemeiyang land consolidation project of Changtai County, their sustainable evaluation. The results may enhance Chinese land consolidation research and promote land consolidation science development. After carrying out this consolidation planning, the eco-environment and agricultural production conditions were significantly improved, and farm income was increased in planned regions.
