宁夏沿黄经济区低碳农业发展的政策机制研究

理论和实践证明，发展低碳农业需要系统的政策措施和配套机制，形成有利于低碳农业发展的外部环境。文章研究提出宁夏沿黄经济区低碳农业发展的政策机制:政府层面对低碳农业的扶持和引导;农业碳汇开发交易的支持机制;重视产业链农户利益的联结机制;构建新型农业经营体系;建立健全农业资源和环境保护机制。

Policy Mechanisms of Low-carbon Agriculture Development Along the Yellow River Economic Zone in Ningxia

It is proved by the theoretical and practical evidences that a set of systematic policy measures and supporting mechanism is needed and the external conducive environment of the development of low-carbon agriculture should be formed in order to develop low-carbon agriculture. To construct and perfect the longtermpolicy mechanism of low-carbon agriculture, the authors put forward suggestions such as strengthening the financial support for low- carbon agriculture, improving the agricultural development of carbon sequestration trading mechanism, emphasizing the benefit linking mechanism of farmers on the industrial chain, building a new agricultural management system, establishing and improving mechanisms for agricultural resources and environmental protection.
