德国输华新西兰源牛血清白蛋白的动物疫病传入风险分析

摘    要:根据风险分析基本原理,通过危害识别、风险评估和风险管理3个阶段,对从德国输入源自新西兰牛的血清白蛋白进行动物疫病传入风险分析。结果显示:19种疫病中无高风险和中风险疫病,其中4种疫病存在“低”风险,9种疫病存在“很低”风险,6种疫病的风险可忽略。结果表明,疫病传入风险较低,结合相关风险管理措施,可将疫病有效控制。本研究为海关总署制定针对性的检验检疫和风险控制措施提供了参考。

Abstract:Based on the general principles of risk analysis,the risk of introducing animal diseases by importing bovine serum albumin(BSA)of New Zealand origin from Germany to China was analyzed through three procedures including hazard identification,risk assessment and management.The results showed that,for 19 listed diseases,no any diseases at high or medium risk were detected,4 diseases were at“low”risk,9 diseases were at“very low”risk and 6 diseases had a negligible risk.It was concluded that the risk of introducing animal diseases by importing BSA was lower,and the listed diseases could be effectively controlled with relevant measures for risk management.In this paper,some references were provided to formulate specific meassures for inspection and quarantine as well as risk management by General Administration of Customs.
