政府在农业经济合作组织发展中的角色研究

无论是在发达国家,还是在发展中国家,农业经济合作组织都已成为促进农村社会经济发展不可替代的组织形式。国际合作经济的实践表明,政府行为构成农业经济合作组织的宏观环境,在农业经济合作组织发展过程中,必须合理界定政府的行为。但我国农业经济合作组织发展过程中政府的行为还存在较大缺失。结合我国农业经济合作组织发展过程中政府承担角色的现状,指出了政府行为的缺失,建议政府应该在监督、信贷、财政支持、规避风险等方面承担相应的角色。

Study on Governmental Roles in the Development Of Agricultural Cooperatives

The Agricultural Economy Cooperative Organization（AECO in short）has become an unreplaceable strength to the promotion of the rural community economic development,regardless in the developed countries or in the developing countries.The practice of the international cooperation economy indicated that the government＇s actions had constituted the macroscopic environment of the AECO.But in the process of the development of the AECO,we must define the government＇s behavior reasonably.However,in the process of the development of the AECO,there is a big flaw in the government＇s behavior.This paper,considering the present situation of the government＇s role in the process of the development of the Agricultural Economy Cooperative Organization in our country,pointed out the deficiencies of the government＇s actions,and analyzed the reasons of it＇s deficiencies.At last,it suggested that the government should undertake the corresponding roles in the surveillance,the credit,the financial support as well as the aspects of the education training and so on.
