| 摘 要： | 宁夏六盘山区生态脆弱,经济贫困,生态补偿的实施对于提升宁夏六盘山区森林的生态效益和社会效益起到了重要作用,但是补偿标准存在的问题也制约了生态补偿效果的进一步发挥。笔者结合宁夏六盘山区实际,研究提出要明确补偿的原则即合理补偿的原则,在这一原则的指引下,构建了分类别的动态补偿标准。

| Abstract: | The ecological environment in Liupan mountain area in Ningxia is fragile and the economy is poor. So the imple-mentation of ecological compensation will play an important role in promoting the forest ecological benefit and social benefit in Liupan mountain area in Ningxia, but the problems existing in the compensation standard also restricts the further play of the ecological compensation effect. Combining with the actual conditions of the Liupan mountain area in Ningxia, it is put forward that the principle for the compensation should be clear-cut, namely the compensation should be reasonable. Under the guidance of the principle, the dynamic compensation standards of various classifications are built. |
