摘    要:构建农业科技创新能力评价指标体系,建立灰色综合评价模型,并基于2010-2012年的相关数据,对甘肃省农业科技创新能力进行了评价分析.结果表明:甘肃省的农业科技创新能力在逐年上升,且在2012年,综合能力呈现大幅度上升:各项要素中农业科技创新投入能力是影响甘肃农业科技综合创新能力的关键因素,其中科学技术支出占财政支出的比重和省级农业科技项目经费是主要影响甘肃省农业科技创新能力的两项要素.

Abstract:This paper evaluated and analyzed the agricultural scientific and technological innovation capability of Gansu province from 2010 to 2012, constructed an evaluation index system of agricultural scientific and technological innovation capability, and established the gray comprehensive evaluation model. The results showed that the agriculturalscientific and technological innovation capacity of Gansu province increased year by year, and rose significantly in 2012;the investment capability was the key factor affecting agricultural scientific and technological innovation capability in Gansu province, the proportion of fiscal spending on science and technology and province agricultural science and technology project fund were the keys to promote the innovation capability.
