| 摘 要： | 土地要素是城乡发展的基础要素和其他城乡各类要素配置的载体。城乡土地要素的流转及其市场化是城乡统筹发展的关键。文章分析了现行城乡土地流转制度及其存在的问题,并提出了创新城乡土地流转的对策和建议。
