河南省耕地保护机制与对策研究

在分析河南省耕地保护机制存在的缺陷与不足的基础上,从补偿机制、共同责任制、投入机制三方面研制出了构建河南省耕地和基本农田保护新机制,以便达到调动政府、单位、个人保护耕地和基本农田的积极性,提高占用耕地资源成本和保护收益;变土地"一家管、大家用"为"大家管、大家用";增强农业综合生产能力,增加农产品有效供给的目的。最后,提出了有效保护耕地和基本农田,确保粮食安全促进工业化城镇化持续发展的对策措施。

Research on Mechanism and Countermeasures of the Cultivated Land Protection in Henan Province

This article first analyzed the drawbacks among the cultivated land protection mechanism of Henan Province. On the basis of that, the essay investigated new mechanism for arable land protection and basic farmland from three perspectives: compensation mechanism, common responsibility system and input mechanism. In order to mobilize the initiative of protecting cultivated land and basic farmland derived of government, enterprises and individuals, to enhance the cost of occupying cropland resource and the gains of protecting them, to change the situation of ‘managed by one, used by everyone’ into ‘managed by everyone, used by everyone’, to intensify agricultural comprehensive productivity ability, to increase the effective supply of agricultural commodity. Finally, this essay proposed countermeasures of protecting effectively the cultivated land and basic farmland, in order to assure food security and promote the sustainable development of industrialization and urbanization.
