城市绿地防灾避险中存在的问题与思考——以泰州园博园避难场所建设为例

通过对泰州园博园避难场所建设的成果、不足和原因分析,提出城市绿地防灾避险规划建设中存在着防灾意识、法律法规、绿地系统防灾规划、行业规范与技术标准的缺失等问题,应建立健全法律法规、行业标准与技术规范,加快城市绿地系统防灾规划编制与中心区、老城区防灾避险功能建设,加强科学研究、部门联动、演习宣传等措施。

Discussion of Disaster Prevention with Urban Green Space

On the basis of analyzing the achievements,insufficiency and their reason on the shelter construction in Taizhou Garden Expo Park,the fact was found that it is lack of disaster prevention awareness,law and regulations,greenbelt disaster prevention planning,as well as profession norm and technical standard.Governments shall establish law and regulations as well as profession norm and technical standard,compile greenbelt disaster prevention planning,construct the function of disaster prevention in centre and old city,and reinforce scientific research,sectional linkage and publicity as well.
