浅论国家粮食安全与农民增收的协调发展

在市场经济条件下,国家粮食安全与农民增收,已成为各级政府和社会各界关心的问题.本文在对粮食安全概念简要介绍的基础上,从种粮农民的积极性、粮食增产的制约因素、粮食供给价格、粮食安全保障的法律规范,分析了当前我国的粮食安全与农民增收之间的不协调性;提出了提高产粮区经济收入、加大粮食高产适用技术的研究和开发、加强区域分工协作、增强国家储备能力、制定保障粮食安全的专门法律,实现国家粮食安全与农民增收双赢的对策.
