中部平原种粮大户发展现状与扶持对策——以许昌市为例

种粮大户是最基本的新型粮食生产经营主体,培育种粮大户是发展农业规模经营、提高种粮效益、保证粮食安全的重要途径。文章以河南省许昌市为例,详细分析了中部平原地区种粮大户户主特征和经营规模、投入结构和水平、产出和效益、兼业经营等现状,发现存在着设施不健全、土地流转难、资金缺口大、劳动力短缺、文化素质低等突出问题,提出了改善基础设施、推进土地流转、完善金融服务、加大粮食补贴、强化服务体系、加强技能培训等具体政策措施。

Development Status and Support Measurement of Large Scale Grain Production Farmers in Central Plains,Taking Xuchang City as a Case

Large scale grain-production farmers are the most important new grain producer and cultivating them is an important way to plant grain in large scale, to improve efficiency of grain, and to ensure food security. Taking Xuchang City for example, characters and operation scale of large scale grain production farmers, structure and level of investment, output and efficiency, other operating industry simultaneously were summarized in detail in the paper. Some important questions were discovered, such as inadequate facilities, difficult land transfer, large funding gap, labor shortage, low cultural quality. Finally, some support measurements were pointed out, such as improving infrastructure, promoting land circulation, improving financial services, increasing food subsidies, strengthening service system and skills training, and so on.
