基于农地非农化理论的农地保护分析

指出竞租理论和边际收益-成本理论为农地非农化的经典理论,并以此为基础从经济学的角度分析农地非农化的经济诱因:农地经济比较效益低下,农地非农化价格低以及农地外部成本没有内部化而由社会承担.据此,提出农地保护的若干理念:提高农地比较利益,同时降低建设用地比较利益;修正扭曲的农转非市场价格;设定农地外部效益产权,把此项权利界定给农地经营者即农民,并允许流转.

Analysis on farmland conversion and countermeasures of agricultural land protection

The economic inducement of the conversion of farmland into nonagricultural land was analyzed based on the classical theory of bid rent and marginal returns-cost.It shows that there exists lower farmland comparative benefits and expropriation cost;also the external benefits of farmland conversion are not being realized.The countermeasures of farmland protection were put forward from theoretical reasoning: farmland expropriation cost should be increased;ecological value and social value should be included in farmland conversion price;and the property of farmland external benefits which owned by peasants should be enacted and transferred.
