喀斯特山区城乡建设用地增减挂钩分析:以贵州省金沙县为例

摘    要:为喀斯特山区城乡建设用地增减挂钩规划科学布局提供决策论据,采取实地调查法和人均用地指标法等,以贵州省金沙县为实例,对喀斯特山区城乡建设用地增减挂钩进行了分析。结果表明:1)金沙县城镇用地需求缺口到2015年和2020年分别为325.34hm2和305.53hm2;农村居民点整理潜力达3 292.05hm2和3 306.73hm2,实现数量上的挂钩可行。2)通过对需求预测及结合规划指标的研究,确定城关、西洛、岩孔、安底等乡镇为重点需求区域。3)对26个乡镇按挂钩潜力面积的多少划分高、中、低3个等级,确定西洛、岩孔、城关等乡镇为重点供给区域。根据研究结果,结合喀斯特山区特点对喀斯特山区挂钩规划项目区布局的确定、挂钩模式的选择、实施管理等相关内容提出了科学建议。

Abstract:The increase and decrease link of urban and rural construction land in Jinsha County was analyzed by using field investigation and per capita land index methods to provide the basis for the scientific distribution of increase and decrease link of urban and rural construction land in karst mountainous area.The results showed that: 1) The town construction land demand and rural residential land consolidation potentiality in Jinsha County will be 325.34 hm2 and 305.53 hm2,and 3 292.05 hm2 and 3 306.73 hm2 in 2015 and 2020 respectively;2) Chengguan,Xiluo,Yankong and Andi Towns are determined as the important demand areas by demand forecast and planning index analysis;3)Xiluo,Yankong and Chengguan Towns are selected as the important land supply areas by dividing land consolidation potentiality degree of 26 towns in Jinsha County.The suggestions for planning distribution of project areas,selection of link models and management in karst mountainous areas are proposed based on characteristics of karst mountainous areas in the paper.
