| 摘 要： | 以湖南省11个县（市、区）11个村的250份调查问卷为基础,将所选样本分为大都市郊区、县城郊区、一般农区、边远山区4个区域,对4个区域的农村集体土地征收权益保障现状进行分析,发现存在农民参与程度低、土地补偿不合理、安置保障不到位等问题。为保障农民权益,提出了增强农民法制观念及了解政策的意识、完善土地征收补偿费标准、优化收益分配机制、建立失地农民社会保障体系、实现多元化的补偿安置方式等相应对策。

| Abstract: | The selected samples were divided into 4 types of regions such as metropolitan suburbs, county suburbs, general agricultural areas and remote mountainous areas based on the survey questionnaires of 250 farmers in Hunan Province, the rights protection in rural collective land expropriation of the 4 regions was analyzed in this study, it is found that there have been many problems such as low participation of farmers, not reasonable land compensation, placement security not in place and so on in the land expropriation. In order to protect the rights protection of farmers, some related suggestions were put forward, such as enhancing legal concept and consciousness of farmers to understand the policy, improving land acquisition compensation standards, optimizing income distribution mechanism, building a social security for land-lost farmers, realizing compensation and resettlement mode diversification and so forth. |
