大旱助推人们对农村水利问题的思考

2010年春季,我国西南地区遭遇了历史罕见的特大旱灾,百万公顷农作物绝收,千万群众饮水困难,特别是农村和山区。痛定思痛,无论是要达到新农村建设的要求,拉动内需、开发农村市场,解决农村人畜饮水、灌排条件,还是增加农民收入,现实都有兴修农村水利的必要。但必须做好相关工作:水利工程的规划要与土地利用总体规划和农村农地整理项目相衔接;工程建设必须以政府出资为主、水利部门组织、农民参与;建好后的水利工程要逐步适应市场经济的要求,在体制和机制上加以改革。

Thinking on Rural Water Conservancy Drawn from Severe Drought

The rare severe drought disaster occurred in Southwest China.Million hectares of crops completely lost in harvest,and tens of millions of masses drunk water difficultly,especially in rural area and mountain area.Considering the suffering after the disaster,the construction of rural water conservancy was necessary no matter whether meet the demand of building new countryside,pulling domestic demand,developing rural market,improving the human and animal drinking,and irrigation and condition in rural area,or increasing peasants＇ income.The water conservancy project planning should link up with general planning of land use and agricultural land consolidation project.The government should allocate the funds of engineering construction,the water management departments should organize the construction,and peasants should participate in the construction.The water conservancy that had been constructed should gradually adapt to the demand of market economy,and the system and mechanism should be reformed.
