| 摘 要： | 在借鉴国内外经验的基础上,将绿地避灾规划与城市总体规划、城市综合防灾体系、城市绿地系统规划相协调,从规划和建设两个层面探讨城市绿地的避灾作用和实现途径,文章以承德市营子区绿地避灾规划为例,进一步阐述该理论对实践的综合指导作用。
