美国食品安全监管制度对中国食品监管的启示

摘    要:近年来,中国食品安全事件频发,高频率的食品安全事故折射出国家地方政府监管食品安全制度的不足。政府是食品安全的第一责任人,其相关权力行为直接影响着食品安全。以美国食品安全法出台为背景,以检验检疫部门为例,探讨了出口食品监管中宏观管理和自身职能两个核心因素对食品安全的影响,提出了监管部门要增强宏观管理意识、强化自身职能、推动产业持续发展的相关措施。
