江西促进早稻生产的措施、存在问题及建议

江西作为双季稻主产区,多措并举确保了早稻面积落实落地。然而,通过连续2 a的追踪调查发现,种粮大户对促粮政策反应不一。同时,早稻可持续发展面临着农户种植意愿再度回落、政策性农业保险存在短板,促粮政策宣传和落实不到位、地方财政紧张、农田生产条件改善有限、防灾减灾压力大、农资价格上涨、农户缺乏高效种植技术等问题。建议提高早稻生产补贴政策效率、增强政策性农业保险的精准性、改善农业生产条件、强化技术支撑与服务指导以及相关扶持政策,以巩固提升江西粮食主产区地位,推动江西早稻可持续发展。

Measures,Problems and Suggestions for Promoting Early Rice Production in Jiangxi Province

As the main production province of double cropping rice,Jiangxi has taken many measures to ensure the implementation of early rice area.However,after two years of follow-up investigation,it was found that large grain-growing households had different responses to the grain promotion policy.At the same time,the sustainable development of early rice was facing with many problems,such as the decline of farmers’planting willingness,the shortcomings of policy-oriented agricultural insurance,the inadequate publicity and implementation of grain promotion policies,the tight local finance,the limited improvement in farmland production conditions,the pressure of disaster prevention and mitigation,the price rise of agricultural means of production and the lack of efficient planting technology for farmers.In order to promote the sustainable development of early rice in Jiangxi and consolidate its status of major grain producing area,it is necessary to raise the efficiency of early rice production subsidy policy,enhance the accuracy of policy agricultural insurance,improve agricultural production conditions and strengthen technical support and service guidance and related support policies.
