广西乡村特色产业高质量发展评价指标体系构建

【目的】构建广西乡村特色产业高质量发展评价指标体系，有效提高广西乡村产业发展质量水平，为制定地区产业发展思路提供决策参考。【方法】基于109个县 （区） 65个特色产业的调研数据，通过分析不同因素对特色产业发展质量的影响确定评价指标并构建评价模型，运用层次分析法 （AHP）确定指标权重；利用构建的评价模型分析广西浦北香蕉产业和广西武鸣柑橘产业的发展质量，以检验其评价效果。【结果】广西乡村特色产业高质量发展评价指标体系包含资源条件、质量效益、科技支撑能力、产业组织化程度、产业加工能力、储运能力、品牌建设水平、支持保护力度等8个一级指标及53个二级指标。利用AHP对广西乡村特色产业高质量发展评价指标体系的各项指标进行赋值（权重），结果显示，资源条件为0.3480、质量效益为0.2138、科技支撑能力为0.1096、产业组织化程度为0.0624、产业加工能力为0.0637、储运能力为0.0237、品牌建设水平为0.0692、支持保护力度为0.1094。实证分析结果表明， 2019年广西浦北香蕉产业和广西武鸣柑橘产业整体发展质量较高，但均存在产业加工能力弱、储运能力差及品牌建设水平较低等问题；根据广西乡村特色产业高质量发展评价指标体系模型分析发现的主要问题及具体建议对相关特色产业进行相应的整改和调整，至2021年广西浦北香蕉产业和广西武鸣柑橘产业发展质量得到有效提高，产业加工能力、储运能力和品牌建设水平提高效果显著，其中广西武鸣柑橘产业2021年品牌建设能力增长幅度最高，达171.1%。【建议】客观认识资源条件等因素对广西乡村特色产业的影响，从加强主管部门监督检查、建立健全农业产业发展考核机制、吸引人才返乡等方面着手，着力推进广西乡村特色产业高质量发展。

Construction of an evaluation index system for the high-quality development of rural characteristic industries in Guangxi

【Objective】 To construct an evaluation index system for the high-quality development of rural characteristic industries in the Guangxi Zhuang Autonomous Region，aiming to effectively improve the development quality level of rural industries in Guangxi，so as provide data for decision-making and the formulation of ideas concerning regional industrial development.【Method】Survey data of 65 characteristic industries in 109 counties（districts）were collected.The evaluation indexes and model were constructed through analysis of the influence of various factors on the development of quality in the characteristic industries.In addition，the analytic hierarchy process（AHP）was adopted to determine the weights of the indices.Moreover，the development of qualityin the banana industry of Pubei County and the citrus industry of Wuming County in Guangxi were analyzed using the evaluation model constructed，so as to assess the evaluation performance.【Result】 For the high-quality development of rural characteristic industries in Guangxi，the evaluation index system involved 8 first-level indexes，namely，the resource，the quality benefit，science and technology’ s capacity to support the development of industries，the level of industrial organization，industrial processing capacity，storage and transportation capacity，brand establishment capacity，and support and protection strength.53 second-level indexes were also involved.AHP was employed to assign weighting to the 8 first-level indexes of the evaluation index system as follows: 0.3480（resources），0.2138（quality benefits），0.1096（science and technology’ s capacity to support the development of industries），0.0624（the level of industrial organization），0.0637（industrial processing capacity），0.0237（storage and transportation capacity），0.0692（brand establishment capacity）and 0.1094（support and protection strength）.As revealed by the results of the empirical analysis，the banana industry in Pubei，Guangxi and the citrus industry in Wuming，Guangxi exhibited high-quality development as a whole in 2019，but they were still limited by poor capacities in industrial processing，storage and transportationy，and brand establishment.Furthermore，rectification and adjustment were made in relevant characteristic industries according to the main problems revealed in the analysis and specific suggestions.By 2021，the development qualities of the Pubei，Guangxi banana industry and the citrus industry in Wuming，Guangxi had been improved，with striking improvement in the capacities for industrial processing，storage and transportation and brand establishment.Most remarkably，the brand establishment capacity of the citrus industry in Wuming，Guangxi increased to 171.1% in 2021.【Suggestion】 It is now necessary to objectively view the influences of resources and other factors on Guangxi’ s rural characteristic industries，in order to promote the high-quality development of Guangxi’ s rural characteristic industries by strengthening the supervision and inspection of competent departments，establish and improve the evaluation mechanism of agricultural industry development，and attract talents to return home.
