自然保护地的整合优化——以山西省吕梁山国有林管理局为例

摘    要:作为贯彻落实习近平生态文明思想的重大举措,2020年我国在全国范围内开展了自然保护地整合优化工作。文中针对山西省吕梁山国有林管理局下辖自然保护地存在的边界不清、范围交叉重叠、矛盾冲突较多、保护地空缺等一系列问题,提出了自然保护地整合优化方案:梳理核实边界、主动协调权属争议、依规调处矛盾冲突、减少破碎化和天窗、新建自然保护地,以有效解决当前存在的诸多问题,为国土空间规划中生态保护红线划定和生态安全格局构建提供参考。

Abstract:As a major measure to implement the thought of ecological civilization proposed by Xi Jinping, China carried out the integration and optimization of natural protected areas in the whole country in 2020. In view of a series of problems existing in the current natural protected areas of Lvliang Mountain State-owned Forestry Administration Bureau in Shanxi Province, such as unclear boundary, overlapping scope, more conflicts and vacant protected areas, the paper put forward the integration and optimization scheme of natural protected areas: combing and verifying the boundary, actively coordinating the dispute of ownership, adjusting and addressing conflicts according to regulations, reducing fragmentation and skylight, and constructing new natural protected areas, which aims at effectively solving the existing problems, providing a reference for the delimitation of ecological red line and the construction of ecological security pattern in land and space planning.
