基于"双指挥长"组织体系的森林草原防灭火工作现状、问题与建议——以山西省晋城市为例

2018年国务院机构改革后,山西省新组建省应急管理厅和省林业和草原局,调整原森林防火指挥部为省森林草原防灭火指挥部,办公室设在省应急部门,并构建了一套"双指挥长和双办公室主任"的组织指挥体系。文中以山西省晋城市为例,阐述森林草原防灭火工作现状,分析存在的问题,并从厘清森林草原防灭火指挥部办公室职责、加大财政投入、强化监测手段、提升应急能力、共建森林公安加强依法治火5个方面提出建议,为森林草原防灭火工作实现防灭火一体化提供思路。

Current Situation,Problems and Suggestions of Forest and Grassland Fire Prevention Based on Double Commanders Organization System: Taking Jincheng City of Shanxi Province as an Example

After the institutional reform of the State Council in 2018, Shanxi Province has newly established the Provincial Emergency Management Department and the Provincial Forestry and Grassland Bureau, adjusted the original Forest Fire Prevention Headquarter to the Provincial Forest and Grassland Fire Prevention and Control Headquarter, and constructed a set of 'double commanders and double office directors’ organizational command system. Taking Jincheng City of Shanxi Province as an example, this paper expounds the current situation of forest and grassland fire prevention and extinguishing work, analyzes the existing problems and puts forward suggestions from five aspects: clarifying the responsibilities of Forest and Grassland Fire Prevention and Extinuishing Headquarter Office, increasing financial investment, strengthening monitoring methods, improving emergency response capacity, jointly building forest police and strengthening fire control according to law, so as to provide ideas for the integration of forest and grassland fire prevention and extinguishing work in China.
