| 摘 要： | 随着治危兴林工程的深入开展、天保工程一期的即将完成,黑龙江省森工林区生态建设与产业发展又将进入一个关键期。在低碳经济背景下,林业既是产业建设的载体,也是生态建设的载体。在新的历史时期,强化林业在我省低碳经济发展中的特殊地位和作用,具有重要的现实意义和深远的战略意义。
