基于村干部视角的烟叶生产稳定发展调查分析

文章基于乡村干部的角度,依据豫中烟区(许昌、平顶山和漯河)376份调查问卷,对烟叶生产的稳定发展进行了实证分析。结果表明:在目前政策、技术水平下,制约烟叶生产稳定发展的原因主要表现在收购价格偏低、基础设施落后、劳动强度大、机会成本高、烟叶病虫害多、比较效益不明显、收入不稳定等。在此基础上,提出了实现烟叶生产稳定发展的对策建议,如加大生产基础设施建设投入,制定合理的收购价格和生产补贴,加快科技创新步伐,搞好土地流转,加强对收购的监督和管理,建立风险救助机制等。

Investigation and Analysis on the Steady Development of Tobacco Leaf Production from the Perspective of Rural Leaders

The demonstration analysis of the steadv development of tobacco leaf production was conducted from the perspective of rural leaders according to 376 questionnaires in the central scetion of Henan province （Xuchang, Pingdingshan and Luohe）. The results showed that the main limiting factors for steady development of tobaceo leaf production were lower price, poor infrastructure, heavy labor intensity, high opportunity cost, diseases and insect pests, relatively little benefit and income instability under the level of current policy and technique. The countermeasures and suggestions were put forward to promote stability development of tobacco leaf production on this foundation, such as increasing the inputs of infrastructure, making reasonable price and production subsidies, accelerating the pace of scientific and technological innovation, doing a good job in land circulation, strengthening the supervision and management of purchase, establishing risk relief mechanisms etc.
