现代农业政策的范式与范式转换

本文认为现今各国的农业政策体系可归纳为三种基本的政策范式，并对这三种范式进行了具体描述，从历史角度简略地讨论了发达国家所经历的两次农业政策范式转换，以及农业政策范式转换的社会经济条件和动力机制等问题。讨论了中国农业政策体系的范式转换问题，指出中国农业政策目前已进入第一次范式转换的历史时期，由于多种因素的复杂作用，尤其是人一地关系紧张、城市化相对滞后、城乡分治及农业市场化等问题相互为用，这一过程也许会显得异常艰难、复杂与漫长，并有可能出现多次反复。

Three Paradigms and Their Transformation in Modern Agricultural Policies

This paper differentiates three paradigms in modern agricultural policy systems of the state. It then discusses some issues of their transformation from one to another in the developed countries, analyzing the social conditions and dynamic of transformation. Finally, it argues that China's agricultural policy is now in the eve of the first paradigm transformation, and this process will be very difficult because of some special determinants.
