与时俱进，提升农垦（集团）管控能力

分析了湛江农垦(集团)的性质和管控现状，发现其存在产权关系不清晰、部分单位行政责任缺失、总部管理机构设置职能不清、集团总部和实体企业管理层权责不明、对下属企业缺乏管控力、管理方式欠科学等主要问题，提出了理顺关系、推行问责等增强农垦(集团)管控能力的建议。

Implementing Accountability, Strengthen the Control Ability of Farming Cultivate Group

Farming cultivate is specific agricultural production organizations, which mainly focus on agriculture and assist anted by business management supplement, a social corporation union that forms agribusiness regional economic community. This paper analyzed the nature of Zhanjiang farming cultivate (Group ) as well as its current management situation, since it might exist the problems such as the ambiguous of property right relationship, inadequate responsibility of the unites of administrative organization, unclear headquarters administration function setting, unidentified authority duty between the group headquarters and the entity enterprise management authority, lack of control to the subordinate enterprises and other management issues and so on. It aims to find out a reasonable relationship between these unites and promote some recommendations in order to strengthen the control ability of farming cultivate Group.
