试论当前高校图书馆对公众开放重要意义

公众图书馆制度在保障知识自由中起重要作用，但是由于我国没有法律保障，因此公众图书馆由于经费短缺和管理水平限制已经无法满足公众的需要，由于图书馆的建设具有持久性，短时间内改变这种状况是十分困难的，因此，高校图书馆应当向公众开放，以弥补公共图书馆系统的不足。

On the Important Significance of University Library for Opening to the Public

The system of public library plays a very important role in guaranteeing the freedom of obtaining knowledge, but in the absence of a library law, the public libraries cannot meet the demand of the public because of lacking fund arid its low level of management. However, due to the sustainable nature of library construction, it is very difficult for people to change it in a short period of time, thus university libraries must open to the public, and in so dung, this can improve public library system.
