森林资源可持续发展是实现人类社会资源、经济、环境可持续发展的物质基础。森林资源在杭州市社会经济发展中起着发展山区经济、保障水土安全、保存生物物种、构建绿色景观、提高城市品位与投资环境质量等重要作用。现状分析表明，在森林资源发展进程中存在着林地面积发展受制、蓄积增长缓慢、结构不够合理、经营管理工作运转不力等许多限制因素，必须通过构建有效的组织工作体系、建立先进完善的资源监测管理系统、进行制度创新、加强科技创新和科技成果转化等相关对策，才能达到实现森林资源可持续发展的目的。

The fundamental situation and tactics to sustainable development of forest resource in Hangzhou City

Forest resource is the fundamental of achieving the social, economic and enviromental sustainable development.In Hangzhou City, the forest resources fulfill the function of developing mountain area economy, holding water and soil, reserving organism species resource, building ecologic landscape, enhancing the city grade, and so on.The author thought that there are many restrictive factors in achieving the sustainable development of forest resource, such as limited forest land, lower forest growth, non-rational forest structure and low-effective forest management.We must build high-effective management organization and advanced monitoring forest resource system, strengthen science and technology research and application of achievement.
