可持续发展能力建设与塔里木河流域水资源管理

可持续水资源管理是实现水资源可持续开发利用的重要保证。长期以来,不适当的水资源管理机制导致塔里木河流域水资源利用极不合理,“上游防洪、下游抗旱”,供需矛盾日益突出。为此,本文在分析可持续发展能力建设与可持续水资源管理的内涵与实现途径的基础上,着重从制度创新、技术进步、公众参与和生态保护等四个方面,深入探讨了提高塔里木河流域可持续水资源管理能力的主要对策。

Sustainable Development Capability and Water Resources Management in Tarim River Basin

Sustainable management of water resources is an important guarantee for sustainable development and utilization of water resources.For a long time,the unreasonable management mechanism of water resources has put water resources in the Tarim River Basin to irrational use,which results in "preventing flood in the upper reaches of the Tarim River and fighting a drought in the lower reaches of the Tarim River".The contradiction of water supple and water demand becomes more and more conspicuous.Therefore,based on analyzing the connotations of the sustainable development capability and sustainable management of water resources and the ways to bring about them,this paper focuses on the main countermeasures for improving sustainable management capability of water resources in the Tarim River Basin in four aspects,that is,bringing forth new ideas in system,making advances in technology,participating management of the public,and protecting ecological environment.
