| 摘 要： | 以辽宁清原县为例,研究了生态公益林的补偿标准,从损失补偿和效益补偿两方面对主要森林类型进行了测算。探讨了资金补偿从政府拨款向碳交换机制过渡的可行性与现实意义。认为用碳交换市场行为逐步替代政府对公益林效益的补助是完全可能的,但需要从几方面进行深入研究。 |

| Abstract: | This paper discusses the feasibility and immediate significance of ecological public welfare forest compensation standard and fund compensation from state appropriation to carbon interchange mechanism. Ecologicai public welfare forest compensation is a mainly survey on forest type form loss compensation and benefit compensation.We think it possible for the carbon interchange mechanism market to take the place of the allowance of public benefit from the state and that it can be further studied in the several aspects. |
