| 摘 要： | 新一轮集体林权制度改革实施以来, 改革政策评估受到了广泛关注。文中在构建集体林权制度改革政策评价体系的基础上, 以福建、云南和陕西3省为例, 运用熵值法与模糊综合评价相结合的方法, 从农户视角考察改革政策的满意度。通过对IPA象限图进行进一步分析发现, 改革的配套措施是影响改革政策满意度的重要因素, 需加强改革配套措施的落实与完善。

| Abstract: | Since the new round of collective forest tenure reform was implemented, reform policy evaluation was widely concerned. Taking the Fujian, Jiangxi and Shaanxi province as example, this paper constructed the policy evaluation index system of collective forest tenure reform and analyzed the satisfaction of reform policy from the perspective of peasant household with the entropy method and the method of fuzzy integrative evaluation. Besides, on the basis of IPA method, this paper discovered that the supporting measures of reform are important factors to influence the satisfaction of reform policy. Thus, it is need to improve the implementation of supporting measures for reform. |
