长垣县农村集体经营性建设用地入市路径研究

摘    要:农村集体经营性建设用地入市问题是推进土地使用制度改革,完善土地市场面临的重要问题。十八届三中全会明确规定农村集体经营性建设用地可以入市流转,但并未明确如何入市流转。长垣县是河南省农村集体经营性建设用地入市的唯一试点地区。因此,研究长垣县农村集体经营性建设用地的入市路径具有重大的理论价值和现实意义。针对长垣县各乡(镇)具体情况,该研究采取系统聚类法得到长垣县直接入市、到产业集聚区入市、城中村整治后入市3种入市路径,并针对不同入市路径提出了相应的对策建议。

Path Selection for Promoting the Rural Collective Business Construction Land into Market in Changyuan County
Abstract:The question of promoting the Changyuan County rural collective business construction land into market is the important question of promoting land-using reform and streamlining the market.The third plenary session of 18th central committee of CPC stipulated that the rural collective business construction land could be introduced into market, but how to do it was not clear.Changyuan County is the only pilot pro-ject of Henan Province.Therefore, this study was of important theoretical value and practical significance .According to the specific situations in villages and towns of Changyuan County, three paths were obtained by system clustering method, such as entering the capital market direct-ly, transaction in the Industry Cluster District, entering the market after urban village renovation.Countermeasures and suggestions were put forward according to the different paths.
