借鉴国外ITQ管理经验促进我省渔业管理的发展

本文收集国内外有关ITQ管理的资料，介绍了ITQ管理制度的特点和实施该制度应具备的一些必要条件。ITQ制度能有效地保护渔业资源，减少政府过多的行政干预，抑制过度投资，体现市场为导向的资源分配方式和有偿使用渔业资源等特点。同时，总结了新西兰实施ITQ制度对渔业产业结构、资源保护和社会经济方面的影响。最后，对我省实施ITQ管理的可能性和渔业管理上采取的相应措施提出了建议。

To promote The Development of Fishery Management in Fujian Province, China, by Consulting Foreign Countries on ITQ Experience

based on some data related to ITQ management system published home and abroad, this paper introduces the main benefits and the elementary principles of ITQ management system. The benefits include 1) improved the condition of fisheries resource, 2) minimal government intervention, 3) reduced over capitalization, 4) a market-oriented industry structured by market forces and 5) resource rental. At the same time, we summarize the effects of the system implementation on the fisheries industry structure, resource conservation, social and economic changes in New Zealand. Also the probability of implementing the ITQ system in Fujian Province, Southeast China, was discussed, and some previous related measures to carry out ITQ management were suggested in this paper.
