基于循环经济理论的城市公园垃圾处理

简要分析了循环经济理论核心内涵,倡导以"reduce/reuse/recycle"原则作为城市公园垃圾处理的指导思想.以湖南省长沙烈士公园为例,实地调查了城市公园垃圾构成及处理现状.公园垃圾主要为参观者带入和经营者提供服务过程中产生的各类有机废弃物,处理过程中资源化利用程度不高.提出以减量化原则来控制公园垃圾总产量,以再利用原则来尽量避免服务过程中产生垃圾,以再循环原则来重复利用各种再生资源.强调公园分类收集垃圾并回收其中有用资源,建议采取蠕虫堆肥方式就地消纳处理有机垃圾.贯穿全过程管理思想的垃圾综合处理方式可以达到减量化、资源化和无害化目标要求,同时还可实现资源再生利用创收、节省垃圾处理成本、减轻垃圾运输污染等多重功能.

Study on the Garbage Disposal in Urban Park Based on the Circulation Economy Theory

A brief analysis of the key connotations about circulation economy theory was made firstly.The principle of "3R",such as "Reduce","Reuse" and "Recycle",which guided the garbage disposal in urban parks,was also put forward. The Changsha Martyr Park being taken as a research case,a fieldwork of garbage composition and waste disposal was carried through later.The investigation result indicated that most of garbages in urban parks were organic waste,which was brought with the park's visitors or produced in the services to visitors.Only few parts of paper,plastic and metal were collected by the dustmen.Some suggestions on decreasing waste output and avoiding product of more inorganic waste were given out for reusing all sorts of resources possibly.The idea of classifying and collecting domestic waste,actions of rubbish recycling was emphasized in this thesis.As a successful example,the vemi-composting system,used widely in many developed countries,was the key method for organic waste treatment.In the course of garbage disposal,pollution prevention and control must be carried out coequally,then the ultimate target to minimize and recycle garbage,namely "Decrement,Resources and Harmless" in short,can be made.The method of comprehensive treatment and integrated waste management had lots of advantages.
