浅议农村基础设施建设中劳动力资源的动员机制

农村基础设施建设是社会主义新农村建设的基础.农村劳动力是新农村建设的主体,也是农村基础设施建设的主体之一.根据投入要素的可替代性和互补性,有必要把农村大量富余劳动力投入到农村基础设施建设中来,对资金进行有效替代,以缓减农村基础设施建设不足.要充分动员农村劳动力,应该从政府、社会、农民自身3个方面努力,来实现农村基础设施建设中劳动力资源的合理优化配置.

Mobilization Mechanism of Labor Resources in Rural Infrastructure Construction

Rural infrastructure construction is the foundation of construction of a new socialist countryside.The rural labor force is the main building of new countryside,also is one of the main body of rural infrastructure.However,rural infrastructure construction progressed slowly after tax reform and abolition of the accumulation of workers and obligation workers,an important reason was inadequate investment according to replacement and complementarity of investment elements,it is necessary to invest a large number of rural surplus labors into rural infrastructure construction and replace for rural infrastructure construction funds.To fully mobilize the rural labor force,it should try their own efforts to realize optimal allocation of labor resources in rural infrastructure construction from the government,the social and the farmers.
