新型城镇化背景下长春市人口与土地城镇化协调性研究

人口城镇化和土地城镇化是否协调,是判断新型城镇化发展健康与否的关键要素。根据城镇化内涵,建立长春市2006~2015年人口与土地城镇化协调性指标体系和评估模型。结果表明,2006~2015年,长春市人口与土地城镇化指数连续上涨;2008~2010年,土地城镇化指数增长速率与人口城镇化相比明显加快,且于同年赶超人口城镇化指数,发展类型由土地滞后型变为人口滞后型;2010年以后,两者的增长速率接近且总体相对平稳,协调发展程度由2006年的中度失调衰退进展为2015年的中度协调发展。在此基础上提出长春市人口与土地城镇化协调性优化路径,以期为长春市新型城镇化建设提供参考。

Coordination about Population and Land of Urbanization in the Context of the New Urbanization in Changchun

Land and population are two key and interactive factors in urbanization,and the coordination is the key factor to judge whether urbanization is health.On the basis of generalizing the connotation of urbanization,the authors have designed the indicator systems of urbanization in population and land of Changchun.Then,the coordinated development degree has been accessed according to the coordinated development model in the case of Changchun by scrutinizing the data from 2006 to 2015.With calculations,we find that the indexes of urbanization both in population and in land are in a trend of continuing upward,and that the growth rate of land urbanization index becomes faster than ever before.And in 2008 land urbanization index has surpassed population urbanization index,and there was a shift from land lagging urbanization to population lagging urbanization.In 2006,Changchun came to the stage with the moderate uncoordinated development,but in 2015,Changchun to the stage with the moderate coordinated development.The study also puts forward the optimization path of Changchun population urbanization and land urbanization,in order to provide reference for the construction of new urbanization in Changchun.
